MARINE OPERATION CENTER – NEWPORT, OR

Overview:

NOAA occupied approximately 25,000 SF of office, lab, warehouse, storage space, and berthing piers on Lake Union in Seattle, Washington; the facility was used as NOAA’s Marine Operations Center for its Pacific fleet of vessels (MOC-P). Due to an expiring lease and fires that severely damaged piers at the site, NOAA engaged Public Properties to competitively procure a new build-to-suit facility for MOC-P. Public Properties conducted market analysis of all deep-water ports from Bellingham, WA to Newport, OR.. and developed the solicitation through extensive source selection criteria including site configuration, location, port management, environmental, delivery schedule, project financing, quality of life and specific marine related requirements. NOAA awarded a 20 year lease to Port of Newport.
